- Support project manager during comissioning period, liaison with local authorities obtaining permits and licences to ensure start up of plant on time.
- Work closely with the project manager and provide actual information on recruitment, organisation, training, WCM, etc… during project period
- Recruit key positions (Production Manager, Engineering Manager) before operation start and guide them into their roles and responsibilities.
- Work closely with HRBP to fulfill manpower before operation start.
- Create operation budget for the first twelve months of production and ensure that exceptional items like additional project team or contractor support are covered.
- Liaise with Logistics, Marketing and Commissioning Team to formulate the production plan for three first months.
- A Safety procedure, written by the EHS Manager, has to be available before handover. The Plant Manager accepts full responsibility for safety at the start of operational commissioning.
- Follow the Commissioning Preparation To-Do List created and work closely with Project team to ensure Commissioning successfully and be on time
- Maintain the operation to comply with safety, product supplying and plant performance. Conduct plant meeting to review performance
- Manage people, talent and develop people & build back up resources
- Set up WCM system and make sure the application as plan
