SUMMARY
Reporting to the GM with a dotted line to Corporate HSE. The HSE Manager shall provide leadership to build a collective safety culture aimed at educating the business to drive safety compliance with a proactive approach and emphasis on leading indicators.
DUTIES AND RESPONSIBILITIES
May include, but are not limited to, the following:
• Direct HSE responsibility for Resinoplast Vietnam plant
• Ensures compliance with Westlake and local environmental and occupational health legislation and regulations (Fire safety, ANSI Standards, Workers Compensation)
• Develops, implements, and evaluates HSE programs and HSE procedures to ensure regulatory/company compliance
• Workplace injury management to include OSHA reporting, training and injury reduction
• Develops and implements programs and record keeping systems to track and evaluate environmental compliance and staff injury and illness experience
• Conducts trend analysis, audits, accident investigations, incident investigations and site inspections of operational procedures, facility design, equipment and materials
• Review with Engineering and conduct appropriate reviews of proposed changes in processes or equipment to insure compliance with safety and health standards including ergonomics
• Analyzes data in compliance with current regulations and makes appropriate recommendations to prevent new or recurring accidents and environmental issues
• Develops and conducts employee training, including emergency preparedness, material handling, WHMIS, TDG, monthly safety talk training, etc.
• Coordinate and facilitate HSE training programs and initiatives such as industrial hygiene testing, confined space reports, etc.
• Lead investigator for HSE incidents including completion of root cause analyses and implementation and closure of corrective actions
• Manages the sites Environmental program to include regular environmental team meetings, new chemical approval process, and new equipment purchase and process changes
• Business Liaison with OSHA, Workers Compensation, Fire Department, Insurance Company and Landlord
• Provide guidance and assistance to the sites Safety Committees
• Review and assist senior management and legal counsel in HSE legal matters
• Monthly & quarterly safety reporting
